Research on accessibility of European funding opportunities in Flanders

Abstract

This research commissioned by the Flemish government - Department of Culture, Youth and Media tries to create a picture of the different European subsidy possibilities and how Flemish cultural organizations can make use of them. In 2021, a new 7-year European budget cycle (2021-2027) started (MFF - Multiannual Financial Framework), with a total budget of about 1,800 billion euros, spread among a number of funding programs to support projects, organizations and initiatives that fit within the objectives of these programs and the overarching European policy goals. In recent years, the Flemish government - including the Department of Culture, Youth and Media (DCJM) - has made more explicit efforts to encourage actors in Flanders to be mindful of these European funding opportunities, but many actors still do not find their way in this landscape due to a lack of a structural approach. This research uses different methodologies including interviews, focus discussions and SWOT analysis with the aim of answering the three pertinent main questions: 1. What are the relevant EU funding programs within the current European funding budget for the cultural sector and to what extent are they accessible? 2. What are the barriers cultural organizations face in applying for European grant projects? 3. How can the Flemish support landscape play a focused and stronger role in directing organizations to European grants? How can thresholds be lowered? Based on the obtained information, the research formulates a number of recommendations to align supply and demand on the basis of Osterwalder's Value Proposition Canvas. In conclusion, the report formulates a list of European funding programs including Creative Europe, InvestEU, Erasmus+... which compiles all their information into a clear overview.
