In addition, according to the media rule in forming the public opinion and spreading the culture and awareness of freedom of opinion and expression and the human rights, the center aims to connect the media with development to reach the development media that contributes in forming the culture of the society. In addition, reproducing the inherited and civilized culture of societies, that matches the spirit of the current era and qualifies the society individuals to be a part of the Entity of the international society in its wide meaning. The Center works for: 1- Spreading the culture and awareness of freedom of opinion and expression, belief, variety and tolerance inside the Syrian society by cooperation with the governmental associations and civil society organizations. 2- Improving the theoretical and practical level of journalists and workers in the field of freedom of expression and opinion by setting seminars, practicing courses, practical workshops, publishing studies and specialized researches related to freedom of expression and opinion, encouraging the creative ideas in this domain and presenting the legal support for journalists. 3- Revising legislations, laws and local instructions. Presenting practical suggestions to make them suit the international norms of freedom of expression and opinion and human rights. Theoretical participation in constructing the state of law and organization and the democratic civilized society. 4- Spreading and popularizing new cultural values inside the Syrian society like repealing the distinction against women, childhood rights, environmental culture, the consumer protection, observance of the people with special needs, the rights of the psychological patients, aids patients, the right of housing, the rights of minorities, right of development, the freedom of personality and canceling the execution punishment. 5- A full commitment with the international standards represented by group of laws, conventions and testaments, international announcements, international treaties specialized with the freedom of opinion and expression and human rights for an intrinsic change production in the cultural and civilized structure and the intellectual and the sociable nurturing inside the Syrian society. Establishing for educational cognitive material finding agrees with the principles of freedom of expression and opinion and the international legislations for human rights notices the social and cultural differences that marks the Syrian society and tries to bury the abyss by concentrating on the conjunction points and constructing on it. Observing the transformations and effects that contribute in creating a social dynamism and analyzing its impacts for understanding the transformations in the track of the Syrian civil society. 6- Distinction of the relationships between states and societies, between the governments level and the political interests that controls its relations and decisions, and the nations level which are all participated in the human concern. Spotting light on its positive effects of interactions between nations and Intermingle between the civilizations in which returns in advantage on the entire humanity and helps in supporting the civilizations dialogue. 7- Reviving the positive aspects of the culture in heritage that does not form a cognitive cessation with what is considered of benefit of traditions and customs. Confirming the bright side of religions considering them as noble messages sharing each other the same aim, which is spreading goodness, justice and tolerance within an ethical system, depends on persuasion and dialogue not on violence and terrorism, and participating in helping the dialogue of civilizations.
